Unclaimed Assets Study Field Coordinator at World Bank Kenya

Job Title: Unclaimed Assets Study Field Coordinator

Organisation: World Bank

Location:  Nairobi

Closing Date: 25th January 2014

Commitment Period: 6 months initially, extension likely and contingent on project and performance

Contract Type: Consultant

1. Summary: The World Bank’s Gender Innovation Lab seeks a Field Coordinator to work on the development of an impact evaluation with a Kenyan financial institution on financial assets inheritance, and with other Kenya partners on land inheritance.

The Field Coordinator will work with a team of researchers at the World Bank in Washington DC and the partnering institutions on a variety of planning and project development tasks intended to build a viable and mutually agreed upon intervention and implementation plan for the study.

The FC will then carry out the plan in close partnership with the financial institution.

2. Background: Often when Kenyans pass on, their loved ones lose both a family member as well as assets built by that person over his or her lifetime, leaving surviving spouses and children financially vulnerable.

The existing process to claim a deceased person’s financial assets through the Kenyan court system is complex, costly, and slow.

It may be years before spouse or dependents to gain access to lost accounts, and in some instances the cost of claiming the assets may exceed the assets’ value.

And often, the surviving spouse/children don’t even know that the asset exists, and thus never even attempt to claim it.

The Unclaimed Assets study partners with Kenyan private for profit and nonprofit institutions to pilot strategies to

(a) Increase retention or successful claiming of assets by intended beneficiaries following death of owner (and reduced risk that asset will be lost when its owner dies);

(b) Reduce transaction costs associated with transfer/claiming/inheritance of assets; and

(c) Increase sense of financial security, financial security, and economic wellbeing of asset owner’s household, during and after the life of the asset owner.

In particular, the study is looking at testing three different methods, or interventions, towards promoting these objectives:

(1) Working with a financial institution to create a functioning designated beneficiary system for financial accounts;

(2) Working with a financial institution to promote specialized joint accounts, where the secondary owner only has rights to the account upon the primary owner’s death; and

(3) Providing information and legal aid to widows regarding law giving her right to stay in home & have it titled in her name.

3. Scope of work and tasks:

The first months of the Field Coordinator (FC) position will involve planning and project development tasks, which will require the Field Coordinator to draw on his or her creativity, initiative and problem-solving skills constantly.

The Field Coordinator will have primary responsibility for building strong relationships with potential partners and stakeholders, designing viable and appropriate interventions with the study partner, developing and launching an operations plan and providing day to day supervision and management of the fieldwork.

Once the study design has been finalized, the FC will be responsible for making sure that every part of the study is carried out according to plan.

This means that the FC must be organized and stay on top of various moving parts of the field study.

Since the FC will be the only member of the research team who is based in the region where the study is taking place, he/she is expected to provide frequent feedback and observations on progress and potential challenges to the research team.

The FC’s scope of work and tasks will include:

Partnership development and management
Take initiative and care to build strong relationships with study partners at both the management and implementation/ client-facing level.
Meet with representatives of the partnering institutions to develop a viable and appropriate intervention through constant communication with the research team.
Help to develop an operations strategy to implement the intervention and enroll clients according to the mutually agreed upon interventions.
Provide input on the partner’s marketing and messaging strategy for the study interventions, and ensure that both the plan and implementation are in accordance with the study design.
Provide daily coordination between the research team and the Kenyan study partners and their staff, ensuring that preferences are effectively communicated between parties, flagging emerging issues that may be of potential concern to one or both parties, and in general ensuring that effective and productive collaboration is maintained.
Sample recruitment and management
Ensure that enrollment targets are met. In collaboration with the WB research team, help oversee the recruitment of existing and new customers into the study sample and ensure that targets are met on time, troubleshoot enrollment problems and ensure that all is done in accordance with the study design.
Help ensure that the interventions are rolled out only to the clients selected through the research team’s randomization.
Oversee the export of administrative data from the Kenyan study partners’ computer system for use by the research team.
Communicate progress, milestones and potential problems with the Kenyan study partners in a timely manner to maintain strong relationships with both the implementing teams and management.
Oversee and monitor sample enrollment, including planning, logistics, hiring, and training.
Conduct qualitative research to inform research design, when necessary.
Run pilot survey exercises, provide feedback on field operations and survey instruments, and make and monitor improvements.
Day-to-day monitoring and management
Checking in with partners to ensure study activities within partner's responsibility area are being done and providing troubleshooting and supporting assistance as needed.
Checking on status of up to 400,000 respondents in the study sample across the country, even if this task simply involves data retrieval from partners.
Ensuring all sample participants with dormant accounts receive follow-up.
For ones who are not alive, ensure interventions reserved for those post-death happen per the study plan.
Help to create follow-up survey instruments.
Ensure follow-up surveys are carried out per the plan with selected study participants.
Report Writing and Analysis
Keep both the rest of the research team and Kenyan partner institutions routinely updated on activities, concerns, and decisions that need to be made (at least once per week).

Write up reports on findings from qualitative investigations.

Provide day to day oversight of any additional local research assistants.
4. Contract Type and Supervision

The initial contract period will be six months, to cover the period pre- Concept Note approval.

However, we anticipate that upon Concept Note approval for this study, we will be able to renew and/or extend the contract, and we prefer a person who can stay on for the duration of the study, which is expected to be approximately 3 years.

The organization provides support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, Health, HIV/AIDS, livelihoods, nutrition and WASH.

Save the Children has an operational presence in Dadaab Refugee Camp, Eldoret, Habaswein, Mandera, Meru and Wajir and has a liaison post in Garissa.

With funding from the Ministry for Foreign Affairs of Finland, Save the Children in partnership with Kenya Alliance for the Advancement of Children (KAACR) has been  implementing a three year project titled ‘ Promoting Child Rights Governance in Kenya ‘ in four counties: Siaya, Kakamega, Kwale and Mombasa as well as at national level through strategic advocacy.

The project supports child rights clubs in 80 primary schools; with a total reach of 9600 children (4800 boys, 4800 girls). KAACR is a national umbrella NGO established with the primary role of monitoring implementation of UNCRC in Kenya.

KAACR is part of a strong network in child rights in Kenya that is working to strengthen child participation and UNCRC reporting, monitoring, and child rights awareness raising.

Work on Child Rights Governance (CRG) aims to build societies that fulfil children rights by establishing and strengthening the governance system necessary for states to effectively implement the United Nations Convention on the Rights of the Child (UNCRC) and other child rights obligations.

This project that started in January 2011 as the first and currently only CRG project for Save the Children in Kenya has had two broad outcomes, namely:

1) Improved capacity and accountability of duty bearers to fulfil child rights in Kenya;

2) Kenyan boys and girls influence decisions that affect their lives.

2. Purpose of the Evaluation

The purpose of this evaluation is to assess and learn from the process and achievements of the Child Rights Governance project and advise on future CRG programming.

3. Objectives and Scope of the Evaluation

The overall objective is to evaluate the achieved results, implementation strategies and progress towards the project outcomes and document the lessons learnt.

The evaluation specifically seeks to:

1. Indicate for each expected outcome and output (result) what has been accomplished in relation to what has been stated in the project document and logical framework (including the indicators).

2. Provide an analysis of the project performance, strengths and challenges and assess the overall effects of the intervention (intended and unintended, short-term and long-term, positive and negative).

3. Assess and discuss the status of relevance, effectiveness, efficiency and sustainability.

Relevance: The extent to which the project is suited to the priorities and policies of the target group, beneficiaries and donor.  To what extent are the objectives of the programme still valid?  Are the activities and outputs of the programme consistent with the overall goal and the attainment of its objectives?  Are the activities and outputs of the programme consistent with the intended impacts and effects?

Effectiveness: Effectiveness is a measure of the extent to which the project attains its objectives. To what extent were the objectives achieved/are likely to be achieved?  What were the major factors influencing the achievement or non-achievement of the objectives?

Efficiency: Efficiency measures the outputs – qualitative and quantitative – in relation to the inputs. It is an economic term which signifies that the project uses the least costly resources possible in order to achieve the desired results. This generally requires comparing alternative approaches to achieving the same outputs, to see whether the most efficient process has been adopted. When evaluating the efficiency of a programme or a project, it is useful to consider the following questions:  Were activities cost-efficient?  Were objectives achieved on time? Was the programme or project implemented in the most efficient way compared to alternatives?

Sustainability: Sustainability is concerned with measuring whether the benefits of an activity are likely to continue after donor funding has been withdrawn.  Projects need to be environmentally as well as financially sustainable.

When evaluating the sustainability of a programme or a project, it is useful to consider the following questions:  To what extent did the benefits of a programme or project continue after donor funding ceased?

What were the major factors that influenced the achievement or non-achievement of sustainability of the programme or project?

4. Assess to what extent and how the project has increased the awareness on child rights of primary duty bearers, communities, children, partners and other stakeholders and improved their practices. Also assess the capacity of the communities to prevent child rights violations and hold duty bearers to account.

5. Assess the partnership between the two organisations: achievements, strengths and challenges; including the management structures and the impact of the SCI transition process.

6. Assess the extent/effectiveness of coordination with partner agencies, community, children, local leaders and relevant devolved units (counties and sub-counties) offices.

7. Assess the monitoring and advocacy strategies of the project: what kinds of systems/methods were used, if any and how effective they were.

8. Assess the value added through incorporating Child Participation into the project cycle

9. Based on the evaluation findings, make recommendations for future programming in Child Rights Governance by SC, KAACR and other child rights stakeholders envisaged by the CRG project.

4. Evaluation, Design and Methodology

The study is expected to adhere to the principles of rights based programming including participation and inclusion, non-discrimination and accountability.

It will comprise a desk review of existing literature, field visits for data collection and interviews with all stakeholders, including children.

The consultant(s) will review existing secondary documents to acquire complete understanding of child rights governance, internationally, nationally and within the target counties.

The consultant(s) will involve and utilize key stakeholders, especially children and project staff in all aspects of the research. Participation of institutions both at government (national and local) and community level is essential as they are key stakeholders.

All data will be gender and geographical area disaggregated.

The field visits will include key informant interviews, focused group discussions among other participatory methods with Provincial Child Rights Networks (PCRNs), County Child Rights Networks (CCRN), Area Advisory Committee (AACs), teachers, pupils, SMCs, relevant government officers and other community leaders.

Both qualitative and quantitative outcome and output indicator data will be collected. The consultant(s) will be responsible for designing the data collection tools based on project indicators and logical framework for the study in consultation with Save the Children and KAACR staff.

Careers at Save the Children - Enhancing Inclusiveness and Quality in Basic Education (IQBE) End of Project Evaluation

Job Title:  Enhancing Inclusiveness and Quality in Basic Education (IQBE) End of Project Evaluation in Kenya, 2012-13

Company: Save the Children

Job Location: Nairobi, Kenya

I. Background

Save the Children is the leading independent organization for children working in over 120 countries around the world.  The vision of the organization is a world in which every child attains the right to survival, protection, development and participation.

Save the Children began supporting children in Kenya even before the country attained its independence in 1963 and has been operational in Kenya since 1984, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners.

Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition, Disaster Risk Reduction (DRR) and WASH. Save the Children has an operational presence in Nairobi and its environs, Dadaab Refugee Camp, Habaswein, Mandera, Meru, Tharaka, Mombasa, Kwale, Vihiga, Sabatia, Suba, Mbita and Wajir.

With funding from the Ministry for Foreign Affairs of Finland, Girl Child Network (GCN) has been implementing a two (2) year project titled ‘Enhancing Inclusiveness and Quality in Basic Education (IQBE) In Kenya’. This project is a continuation of the previous Inclusive Education project that was implemented between 2009 – 2011 in Tharaka, Vihiga and Kwale Districts.

The local partner GCN is an umbrella organization that brings together more than 300 International and National Non-Governmental Organizations, International Development Partners, Community Based Organizations and Faith Based Organizations, youth and women groups and individual members interested in the welfare of the girl child in Kenya. This current project has been informed by previous lessons learnt under the initial project whose best practices and replication have been emphasized.

The project is being implemented in two (2) Counties namely Tharaka in the Eastern region and Vihiga County in Western region as well as at national level through strategic advocacy. The project supports child rights clubs in 55 primary schools; with a total reach of 7,000 pupils.

Project Description

Some of the lessons learnt during the previous IQBE project are that negative attitude is the central factor that is and still continues to play a vital role in exclusion and marginalization of children with disabilities in accessing inclusive education.

Tied to this are cultural beliefs and traditions associated with disabilities by majority of community members who view disability as a curse or bad omen.

The previous project made a lot of gains through capacity building of the duty bearers and awareness creation that saw a change of attitude that precipitated increase in number of children with disabilities identified, assessed and placed to regular schools in the project target areas.

Collaboration with the Education Assessment and Resource Centres – (EARCs) under the Ministry of Education and formation of support groups to champion the rights of children with disabilities in the communities were successful strategies.  EARCs and community support groups (members being mainly parents with children with disabilities) will continue to be key stakeholders.

The project has taken advantage of the current constitutional dispensation that is very strong on Bill of Rights alongside other legal policy frame work such as the National Special Needs Education policy framework (2009), the Persons with Disabilities Act (2003), the Persons with Disabilities (amendment) Bill (2010) and the UN Convention on the Rights of Persons with Disabilities (2006) and its Optional Protocol, which give persons and children with disabilities right to equal access to social, political and economic spheres of live.

The project overall impact is to see that the right of all children to inclusive education in Kenya is realized towards realization of the Millennium Development Goal 2 (Achieve Universal Primary Education).

The Project Outcomes is Children with Special Needs (CwSNs), with a focus on children with disabilities; receive equitable and quality basic education in target areas in Kenya.

The project Outputs are:

Output 1: Realisation of quality learning environment  and more meaningful child participation for all children- especially children with disabilities – in SC target schools.

Output 2: Capacity of duty bearers (MOE officials including EARCs, other relevant Ministries, Local Government officials, SMCs) to implement inclusive education policies is enhanced by 2013.
